An iconic public sector organisation is currently recruiting for a Head of People Development for an initial 6 month contract with extensions likely.
Based in central London, this contract will be offered at £700 per day umbrella. (inside IR35). Hybrid working is available with a typical week you would be in the office 2 or 3 days.
They are going through a transition phase so the ideal candidate would have strong experience working through change.
Job Purpose
They are seeking a strategic and innovative Head of Learning & Development to shape and drive their people development strategy. This role is at the heart of their people function, ensuring a culture of continuous learning, leadership capability, and talent development. You will play a key role in designing and implementing initiatives that make them a high-performing and inclusive workplace.
Key Responsibilities
Strategic Leadership & People Development
* Act as part of the People Function Leadership Team, championing excellent people management.
* Lead the design and implementation of a data-driven learning framework, improving workforce capability in alignment with their priorities and strategic objectives.
* Oversee the corporate induction and mandatory training programme, ensuring consistency and impact.
* Champion a continuous learning culture, embedding self-directed learning as a key driver of organisational success.
Talent, Leadership & Diversity Initiatives
* Develop targeted talent programmes that accelerate the progression of underrepresented groups, creating a diverse and equitable leadership pipeline.
* Implement leadership development programmes with tailored support for line managers and future leaders.
* Support organisational change and transformation by equipping staff with the skills to navigate evolving priorities.
Learning Innovation & Evaluation
* Establish robust evaluation methods to measure the impact of learning initiatives on engagement, retention, and performance.
* Expand learning opportunities using digital platforms and blended learning approaches, providing flexible solutions for a hybrid workforce.
* Build strategic partnerships with external providers to bring innovation and best practices to the people development offering.
Governance & Stakeholder Engagement
* Work collaboratively across the Group, ensuring efficient and effective learning strategies.
* Manage staff and budgets, ensuring procurement and contract management align with policy and best-value principles.
* Promote and enable equality, diversity, and inclusion across all learning and development activities.
Ideal Candidate Profile
Experience Required
* Extensive experience in learning and development strategy, with a track record of successful implementation.
* Strong background in leadership development, organisational change, and talent progression.
* Experience driving diversity and inclusion initiatives within a workforce development framework.
* Proven ability to evaluate learning impact and implement effective digital learning solutions.
* Experience managing stakeholder engagement and building strategic partnerships across a complex organisation.
