Brief Team Description
The FDSS Team is part of Joint UK StratCom – DE&S programme, tasked with implementing a complex, novel commodities supply chain management system for a significant portion of MOD commodities. Materiel in scope includes medical devices, pharmaceuticals, oils, fuels, and commercial off-the-shelf products such as clothing and electronics. The selected Delivery Partners will manage all aspects of the supply chain, including sourcing, procurement, inventory management, warehousing, and distribution. Responsibilities also include managing stock, buildings, and transportation (road, rail, sea, air) both domestically and internationally.
This role involves activities within the Invitation to Negotiate (ITN) and Invitation to Tender (ITT) phases. The Safety Manager will support safety management activities, assist with MOD commercial arrangements, and respond to industry Requests for Information (RFIs).
The in-service date is 2028, and ongoing specialist support may be required beyond this financial year.
Location:
Hybrid working – Abbey Wood South, Bristol (regular onsite attendance required).
Rate:
Up to £550/day (Inside IR35, via an umbrella company).
Contract Duration:
ASAP – 31/03/2026.

Key Tasks and Deliverables:
1. Develop the Quality Management System (QMS) for ITT activities.
2. Deliverable: FDSS Quality Management Plan (QMP) iterations with MOD-compliant processes.
3. Respond to industry RFIs on quality management during ITN.
4. Deliverable: Compliant written responses following FDSS Commercial Team guidelines.
5. Review supplier quality responses to ITN question sets.
6. Deliverable: Evaluation and scoring reports summarising findings and recommendations.
7. Identify industry best practices from tenders.
8. Deliverable: Learning from Experience reports; revise FDSS QMS accordingly.
9. Develop Quality Requirements for ITT Systems Requirement Document.
10. Deliverable: Updates to the QMP.
Essential Experience & Skills:
* Experience in multi-domain DE&S quality management.
* Skilled in requirements definition.
* Understanding of DE&S Commercial processes.
* Experience engaging with commercial teams, industry, and regulators.
Desirable Experience:
* Understanding or willingness to learn supply chain quality management.
* Experience in MOD requirements development.
Additional Information:
UK nationals with active SC clearance required.
Regular onsite attendance required.
